NOCRA has been asked by SCRA to provide referees for this tournament.  If you are a member of SCRA you are to receive your assignments from them. 

Arbiter Game#'s start with 75.

Abbreviated Tournament Rules

Teams sit on one side, spectators on other side - directly across.

​Visiting Team calls Coin Toss to decide kickoff.

​Substitutions
Substitutions may only take place during:
  • Own throw-in
  • Own player has an injury, but only the injured player may be substituted
  • Any goal kick
  • Any kick-off
If opposing team substitutes, you may substitute.
  • Own player cautioned (yellow card) but only the player cautioned may be substituted

NO Substitutions on:
  •  Free kick (direct or indirect)
  • Corner kick
  • Penalty kick ·

​Heading Policy
  • Players U8-U11 programs and younger shall not deliberately head the ball
  • Read the rules for restarts

Buid Out line - 7v7 matches
  • Goalkeeper has possession during play in the penalty area. Opposing team to move to other side of build-out line.
  • Once goalkeeper puts the ball in play, opposing team may advance.
  • Goal kicks, ball is in play the moment the ball crosses the penalty area; opposing team may advance at that time.
  • Goalkeeper is not permitted to punt or drop kick the ball.  Indirect free kick (IFK) awarded at the spot where infraction occurred.  If infringement is within the goal area, the IFK should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred.
  • Offside may be called only between the build-out line and the goal line.

1.  It is your responsibility to check the official game schedule, NOT Arbiter, before leaving for your games.

Fees, Forfeits & Reimbursements

Referee fees are NOT collected on the field.  You will be paid by NOCRA.  Referee fees will be on Arbiter.  If the assignment is different email the assignor as it may affect your pay.

ONLY REIMBURSEMENT WILL BE GAME DAY FORFEITS. Complete an Incident Report to be reimbursed. 

If the game is not on the Official Schedule your reimbursement will be denied.
