MOST IMPORTANT TO KEEP THE GAMES ON SCHEDULE.  
GAMES NEED TO BE ENDED NO LATER THAN THE START TIME OF THE NEXT GAME.  WE WANT TO START THE LAST GAME WITHIN 15 MINS OF THE STATED KICKOFF.

Games will be officiated using the 2018/2019 FIFA Laws of the Game, published by IFAB.

ABBREVIATED RULES

Kick-Off
Home team is the team listed first.
Home team chooses goal to defend.
Visitors will kick off.
 
Game Duration
5 minutes between halves
Time per half

Finals are indicated “-SE” in Arbiter Sport/Level

  • Ties go directly to Kicks from the Penalty Mark.

Safety Heading Policy 
Applies to the U11's & younger

SAFETY PRECAUTIONARY MEASURE (this is not a LAW or RULE)
If a ball strikes the head of a player whether it is deliberate or not, check with the player - SAFETY FIRST.
 
Playing the ball deliberately with the head is not a foul
Playing the ball deliberately with the head = STOP THE GAME
Outside the penalty area Restart = IFK where contact was made
Inside the penalty area = IFK to be taken on the penalty area line parallel to the goal line at the nearest point to where the infringement occurred.  Bring the ball out to the penalty area line.

Incidental/Accidental head contact, if an injury is suspected = STOP THE GAME.  Restart = DROPPED BALL.

Substitutions
Substitutions at any stoppage per USSF. Unlimited substitutions, no restrictions.


Misconduct
In the case of any player send offs or coach expulsions note it on the GAME CARD and complete a USSF Referee and Supplemental Report at the field turn it in to the Tournament Coordinator.  Complete a NOCRA Misconduct Report within 24 hours.

The referee may show a Yellow Card (Cautions) and/or RED card (Ejections) to a coach/administrator or spectator. 

Safety - Weather

Water breaks should be provided if it gets too hot. 

Tournament Game Card

  1. Each coach will give you their team's Game Card and Player & Coach ID cards
  2. Referee to check-in the players, Safety and Equipment Check and every player must have an ID card.  No Heading for U11 & Youngers
  3. At the conclusion of the match complete the FINAL SCORE (Make sure it is clear)
  4. Record the player # for each goal a team has scored.
  5. Yellow or Red card columns (C/E), use the codes on the bottom.
  6. PRINT YOUR FULL NAME
  7. Any Red Cards or expulsions keep it simple, VC, SFP,... Coach or Spectator Failing to Act in a Responsible Manner (Dissent) or Referee Abuse.
  8. At the conclusion of the match give the ID Cards and Game Card to the Referee Coordinator or Field Marshal
  9. Field Marshall will obtain the coach or manager signature.

Schedule Changes and Field Closures

1.  It is your responsibility to check the OFFICIAL TOURNAMENT SCHEDULE, NOT Arbiter, before leaving for your games.

Fees, Forfeits & Reimbursements

Referee fees are NOT collected on the field.  You will be paid by NOCRA.  Referee fees will be on Arbiter. 
If your assignment changes and will affect your pay email the assignor.

ONLY REIMBURSEMENT WILL BE GAME DAY FORFEITS. Complete an Incident Report to be reimbursed. 

If the game is not on the Official Schedule your reimbursement will be denied.
