CYPRESS 154 RULES SUMMARY
Here is a summary of the rules; it is your responsibility to know “all” the rules of any playing circuit that you officiate.

REFEREE FEES AND ASSIGNMENTS
- All games will be paid by Arbiter Pay. DO NOT ask the teams for any game fees.
- Cypress 154 will be providing ARs for all games.
GAME LENGTH
SUBSTITUTIONS
- If you have U10-U14 games, you MUST stop half way through each half for substitutions to occur.
- U15 and older, substitutions can occur at any stoppage of play.
BUILD OUT LINE
Build out line will be used for all games in U10. A Summary is listed below:
Application, Game Play, and Instructions to Referees with the Build Out Line
1. The opposing team may cross the build out line once the ball is in play.
a. The ball is in play once the goalkeeper has released the ball or the ball leaves the penalty area on a goal kick.
b. If the attacking team chooses to play the ball out by throwing, rolling, or with a foot pass while there are opponents inside the build out line, the ball is in play once released by the goalkeeper and does not need to be touched by a second attacking player.
c. If an opposing player crosses the build out line before the ball is in play (except when the attacking team decides to put the ball in play without waiting for all opponents to get across the build out line), the referee shall stop play and restart play by allowing the goalkeeper to retake the distribution.
d. For this player development method, the six second goalkeeper release requirement does not start until the opposing team has crossed the Build Out Line.
2. Goalkeepers cannot punt the ball
a. A punt or drop-kick results in a retake of the distribution.
b. Goalkeepers can pass (foot or throw) or roll the ball out to their team member either:

GAME CARDS & MISCONDUCT
- Completed Game Cards are to be turned in at Lexington in the mailbox along the Lexington/Arnold parking lot fence (black mailbox labeled AYSO)
- Please include all Yellow Cards, Red cards, and substitutions on the AYSO game card
- A NOCRA misconduct report must be filled out when: (along with the information being on the game card):
- A dismissal of a player, coach or spectator occurs
- An injury occurs that results in a player being removed from the game and cannot return due to the injury.
- Take a picture of the completed game cards (both sides) to help you fill out the information to the best of your abilities.

- It is your responsibility to check the OFFICIAL LEAGUE SCHEDULE, NOT Arbiter, before leaving for your games.

Forfeits & Reimbursements
ONLY REIMBURSEMENT WILL BE GAME DAY FORFEITS.
- Complete an Incident Report to be reimbursed.
- If the game is not on the Official Schedule your reimbursement will be denied.
