CSL Summary of the Rules
​

​Here is a summary of the rules; it is your responsibility to know “all” the rules of any playing circuit that you officiate.
​
 ADMINISTRATION

Section 12. Loan Players
  • Must be from the same club.
  • Name, ID number and team must be handwritten on the Match Report.
 
Section 13 Field Etiquette
  • If the Coach is not available any CalSouth Credentialed Team Administrator may act in their place.
  • Home team (coaches, players and spectators) chooses which side of the field they will sit on.  Visiting team sits on the opposite side.

SECTION 16. PLAYER SUBSTITUTION
  • Substitutions may be made, with the consent of the referee, at any stoppage of play.
  • Substitutions shall be made at midfield within ten (10) yards of the halfway line.

Section 20.D. Match Reports (Click for EXAMPLE)
  • Make a Check Mark on the Match Report by the name of each player with a valid Player Pass and uniform number.
  • The names of all players who are not present or are not eligible to play must be listed and then crossed out on the Match Report.  Also Initial any player’s name that has been crossed off on the roster and this player
  • All players named on the Match Report must have a valid Player Pass for that team. The Players’ ID numbers must be listed on the Match Report.
  • The Referee is required to sign the official Match Report to verify that the Player Passes of both teams have been checked.
  • At the conclusion of the game have each Coach/Team Administrator sign the official copy of the Match Report and return their ID Cards
  • The Referee is required to submit the CSL Gaming Circuit Match Report to the Coast Soccer League within forty-eight (48) hours of the end of the game.

CSL HAS ADDED AN APP FOR REFEREES.  INSTEAD OF MAILING IN THE MATCH REPORT YOU CAN ENTER THE MATCH INFORMATION AND SEND A PIC OF THE MATCH REPORT.  CLICK HERE FOR MORE INFORMATION

  • Failure to submit the Official CSL Gaming Circuit Match Report shall subject the Referee to removal from the Coast Soccer League approved referee list.
REFEREE FEES

Section 20.E. Referees and Referee Fees.
  • All Referees must have a current USSF Referee License. 
  • The three (3) Referee System (diagonal system) shall be used for all games. The two (2) WHISTLE Referee System is prohibited. 
  • If there is only one or two referees present, a club linesman may be appointed by and at the Referee’s discretion as a replacement.  Club linesman is only permitted to indicate when the ball has left the playing field and is NOT to indicate direction of the restart.
  • Teams do not pay the referee in the event of a forfeit.

SECTION 19.F. Game Stoppage and Delays
  • All games shall start at their scheduled time.
  • Half-time shall be no longer than ten (10) minutes
  • The grace period shall be fifteen (15) minutes for the regular season games.
  • Delay of a game for any reason shall not extend the start of the following game past the grace period for the following game.

13.The referee may show a Yellow Card (caution) and/or Red Card (ejection) to a coach/administrator or spectator

(Use Ask before showing cards.  We recommend you ask the coach or manager for assistance before showing spectators a card.)

​MISCONDUCT

  • ​The Referee is required to report on the Official Match Report all instances of misconduct.
  • Pull the ID Card(s) for Violent Conduct, Referee Abuse or Assault
  • Complete a NOCRA Misconduct Report right away
  • All Player, Coach or Team Official send-offs will require USSF Referee and Supplemental Reports

​Forfeits & Reimbursements

ONLY REIMBURSEMENT WILL BE GAME DAY FORFEITS.
  • Complete an Incident Report to be reimbursed.
  • If the game is not on the Official Schedule your reimbursement will be denied.
