REFEREE FEES
  • Teams do not pay the referee in the event of a forfeit.
  • Referee Fees
U14/15/16 (2007/06/05) - $142 ($71 per team)
U17/18/19 (2004/03-02) - $160 ($80 per team)

GAME DURATION
Game lengths are as follows:
U14/15/16 (2007/06/05) - 80 minutes w/ 10 minute halftime
U17/18/19 (2004/03-02) - 90 minutes w/ 10 minute halftime

TEAM CHECK-IN
  • Teams will bring two copies of their roster.
  • These rosters will be accompanied with current US Club Player Cards.
  • All players should be printed on the rosters, not hand written in.
  • Maximum of 18 players are to participate; players that are scratched must be crossed off of the roster.
  • The referees will check the teams in prior to the match using both the printed roster and the player cards.
  • At the end of the match, team admins and/or coaches need to sign both rosters to avoid any possible confusion with the score and/or double yellows and/or red card(s).
  • All players must have current US Club Player cards as these are sanctioned NPL matches.

SUBSTITUTIONS
  • Once a player is substituted in one half, that player may not re-enter the game for the duration of the half.
  • There shall be a maximum of seven (7) substitutions in any half or in any overtime period of any NPL Competition.
  • Substitutions can be made at any stoppage.
  •  The 2008 (U13) age group will have unlimited substitutions.

My recommendation:
1. start of the match - half have the coach give you the 11 starting players and all the coach and admin cards.
2. each sub gives the AR their ID Card before entering, no re-entries.
3. Return the player cards at half time
4. start of 2nd half - ask the coach for the player cards for the 11 field players and all the coach and admins.
5. each sub gives the AR their ID Card before entering, no re-entries.
6. at the completion of the game, record the scores, goals, any misconduct, have the administrators of record sign as necessary and return their cards.

MISCONDUCT

  • The Referee is required to report on the Official Game Report all instances of misconduct.
  • Pull the ID Card(s) for Violent Conduct, Referee Abuse or Assault

Coach or Team Official Send offs
  • Coach or Team Official (on the Roster) Send offs: submit the appropriate US SOCCER Referee and Supplemental Report.  In the case of Abuse or Assault by a Spectator you are required to get the full name from the coach or manager.  If they are unwilling to provide the name include in your report that you requested that the Coach provide the name of the Spectator, but the coach was not willing to.
