Check-in Procedure
- Each coach will provide a Game Card to the referee prior to kick off.
- CLUB Competition Admin and Player Cards: USYSA, CalSouth and US Club credentials, along with international equivalent are acceptable.
- DA Competition: Admin and Player Cards are NOT provided.
- Player jersey number must be the same as on the Game Card. If the numbers are not the same, the referee is instructed not to let the player take part in the match until tournament officials resolve the matter. (Ask the coach to go to the tournament tent to confirm any changes)
- Referee to conduct a safety and equipment check prior to kickoff.
- Report the Score, Misconduct (cautions or send-offs) on BOTH Game Cards
- Confirm the score and any misconducts with the coach and obtain each coach's initials in the small box on both cards.
- Return CLUB admin and player CARDS to the coach after the score is confirmed.
- Give TWO (2) completed game cards to the referee coordinator at your designated tent.
- Misconduct Report to be filled out immediately following the game at the tournament tent for any send-offs or expulsions

SUBSTITUTIONS
Unlimited substitutions will be allowed with the referee's permission as follows:
- Prior to a throw in by the team in possession. Reciprocal substitutions are allowed, if one team subs the other can as well.
- Prior to a goal kick by either team.
- After a goal is scored by either team.
- For an injured player if the game is stopped.
- Half time.
- A player that receives a yellow card may be substituted at that moment.
- Unlimited substitutions with re-entry.

A substitution moment is the number of times the coach is permitted to request a substitution. The number of players allowed to be substituted in each moment is only limited by the age division as follows:
U12 (2007), 30 Min Halves, Unlimited substitutions with re-entry, 9v9, heading permitted
U13 (2006), 35 Min Halves, Unlimited substitutions across 3 moments with re-entry.
U14 (2005), 40 Min Halves, Unlimited substitutions across 3 moments with re-entry.
U15 (2004), 40 Min Halves, 7 Substitutions across 3 moments with no re-entry.
U16/U17 (2003/2002), 45 Min Halves, 7 Substitutions across 3 moments with no re-entry.
U18/19 (20001/00), 45 Min Halves, 7 Substitutions across 3 moments with no re-entry.

- If a player, suspected of concussion, is temporarily substituted and cleared they may return to the game, replacing the same player without being charged a “moment.”

Fees, Forfeits & Reimbursements
Referee fees are NOT collected on the field. You will be paid by NOCRA. Referee fees will be on Arbiter. If your assignment has changed email the assignor as it may affect your pay.
ONLY REIMBURSEMENT WILL BE GAME DAY FORFEITS.
If the game is not on the Official Schedule your reimbursement will not be approved.
