Abbreviated Tournament Rules

GAME PROCEDURES:
  • Home team will have the choice of touch line. 
  • The home teams coach, their players and their parents will reside on one side of the soccer field. 
  • The away teams coach, their players and their parents will reside on the opposite side of the soccer field of the home teams coach, players and parents. 
  • The game will not begin until both team’s coaches, their players and their parents are on opposite sides of the field (running clock). 
  • Only the Tournament Director has the authority to end a match early. 
  • Home team shall provide the game ball. 
  • Home team will choose which goal to attach to start the game. 
  • Home team will kick off to start the game. 

SUBSTITUTIONS 
  • Unlimited substitutions on any dead ball with referee's permission.

​TIE BREAKER:
  • All Finals will be the same length as pool play games. If tied, go directly to Penalty Kicks from the Mark to determine winner.

​MISCONDUCT - REF CARD SEND-OFFS:
  • Report on Game Card.
  • Violent Conduct, Abuse, or Assault: Pull the Player or Team Official ID Card. Complete a USSF or CalSouth Report and Supplemental Report.
  • Complete an online NOCRA Send Off Report and Debbie Dakouzlian, NOCRA VP, will let you know what to do next.

Schedule Changes & Rainouts

1.  It is YOUR responsibility to check the Official Tournament Schedule (NOT Arbiter) before leaving for your games.
2.  Check the Venue Page to verify game times and locations.
3.  MUDLINE can be found on the Official Tournament website.

Fees, Forfeits & Reimbursements

Referee fees are NOT collected on the field. You will be paid by NOCRA. Referee fees will be on Arbiter. If your assignment has changed, email the assignor as it may affect your pay.

REIMBURSEMENTS WILL ONLY BE GIVEN FOR GAME DAY FORFEITS
Complete an Incident Report to be reimbursed.
If the game is not on the Official Schedule your reimbursement will be denied.
