RATING & OBSERVATION PROGRAM
The Rating & Observation Program (ROP) is designed to properly assign a “rating” to referees to insure they are doing the right level games. Observations are not an “assessment” - that is the Assessor & Instructor’s job.
Our goal is to have everyone observed many times throughout the season. This will allow every referee the opportunity to have different people give input to determine their rating. With all the observations going on, referees don’t have to wait until the next year to have their rating changed which gives everyone the ability to move up throughout the year.

- Allow referees the ongoing ability to get better games based on their ability (not just once a year, but ongoing)
- Identify areas where the instructor can focus on training across the complete membership
- Utilize our experienced referees to help improve the overall organization
The Process:
- If you want higher level matches, it is your responsibility to ask the Referee Coordinator or experienced referee to observe you and complete an observation report.
- Observers will observe the game and will complete a NOCRA Observation Form.
- You can also contact the Adult or Youth Referee Development Board Member
What an Assignor Looks For:
- Professionalism
- Wearing current referee uniform and gear
- Arriving no later than 30 mins before your match. (For large venues and high level tournaments, 45 min to 1 hour before.)
- Knowledge of the current Laws of the Game
- Prompt completion of Online Reviews
- Reading the Competition Rules
- Correct application of the Laws of the Games
- Management of the coaches, spectators, and players
- Teamwork
- Responsibility
- Availability and accepting assignments within 24 hours
- Honesty
- Setting the correct example
- Completing administration and paperwork (Match Reports, Misconduct Reports, etc.)
- Regularly attending NOCRA Monthly Meetings
